Springettsbury Township Development Authority
The Springettsbury Township Development Authority was formed by the Township Supervisors in 2005 in response to a specific development opportunity. The proposed York Town Center project promised significant economic opportunities for the Township, but required quick action.
The Commonwealth’s Department of Community and Economic Development had a new program that required local financing to take advantage of state tax breaks. The Springettsbury Development Authority worked closely with High Industries and CBL & Associates to make sure that this $5.68 million grant from the state made its way to funding infrastructure improvements in Springettsbury Township.
Following this initial success for the Development Authority, the Board of Supervisors has moved forward to utilize the authority, as appropriate, to encourage and facilitate economic development.
Through the Authority, we have been able to complete the Concord Road rail crossing next to the York Town Center, as well as develop the York Town Center, resulting in thousands of new employment opportunities. These improvements were possible because of the Department of Community and Economic Development’s Infrastructure Facilities Improvement Program grant awarded to the Authority in 2006.
The Authority will be contributing $500,000 of this funding to the Pennsylvania Department of Transportation (PennDOT), on behalf of the Township, for its share of the cost for improvements to the intersection of Routes 462 and 24 (Market/Mount Zion). PennDOT has agreed to include this improvement, widening of the intersection to reduce traffic congestion, in its Market Street widening project. The project will be bid late in 2009, with construction scheduled to begin in Spring of 2010.
